I can't either, and this is the main problem. ;-)

Perhaps my reading differs hugely from the intention of the writer, but
this is a public license and its submission to OSI indicates a potential
widespread adoption, even totally detached from the use made by the
original author of the license. Therefore it needs to be sufficiently
clear and suitable to stand-alone interpretation, at the very least,
otherwise its compliance would be uncertain.

I totally agree with Richard's suggestion.
