[License-review] Outstanding license submissions

In an old message [1] you indicate that you were going to update NOSA
2.0 and submit the update, however I don't find any updated version.
The version forwarded in 2015 [2] seems the same with the initial
submission, it still contains the text "by any other contributor" and
"any other recipient participation".

Am I missing the version where those concerns were addressed?
