That won't do as an interpretation of "sufficient".  Everyone has a favored
set of licenses which they consider "sufficient" for all legitimate purposes.
For the FSF, it's the GPL3, LGPL3, and AGPL3.  For me, it's the GPL3, LGPL3,
BSD, and Apache 2.0.  For some people it may be the GPL3 alone.

What is meant is that the license should not be duplicative: that it should
not provide substantially the same terms as some existing license.  The
OSET license does not.
