I know that GPLv2 section 3 and TOPPERS License (3)(b) are not exactly
same requirements. But, situations of users who have to convery or
report are similar.

This assumption is not permanently guaranteed. For example, after you
distribute data packets A on the web, you move to a desert island.
Then, you may be unable to convey data packet B there. Does this
prevent you from using/modify the software or moving?
So, I believe that if GPLv2 Section3 and GPLv3 Section 6 are not
discrimination, TOPPERS lisence (3)(b) can be also approved as
non-discrimination.
