I believe that the following term does not invalidate #8 of the OSD 
because, in (b), the license specifies only the destination for 
reporting and does not restrict any uses and distributions.

  (3) When this software is redistributed in the forms unusable
      for the development of other software, such as the case when
      the software is embedded in a piece of equipment, at least
      one of the following two conditions must be satisfied:

    (a) The above copyright notice, this use conditions, and the
        disclaimer shown below must be shown without modification in
        the document provided with the redistributed software, such as
        the user manual.

    (b) How the software is to be redistributed must be reported to the
        TOPPERS Project according to the procedure described
        separately.

The newest TOPPERS license can be found in the email I sent to this 
mailing list on July 1.

Thank you for the useful information.

We, TOPPERS project, can revise the license if there are any critical 
problems or rational reasons on approval by OSI Although I submitted 
it as a legacy approval.
