[License-review] Request for Approval of Universal Permissive License (UPL)

The OSI Board agreed at its last meeting to approve the license subject to
the final drafting adjustments we heard needed making, which Jim has now
performed. As soon as this thread has subsided, and with a nod from Jim, we
will confirm that approval.
