[License-review] Request for Approval of Universal Permissive License (UPL)

Ok folks, after some offline discussion with patent folks on a couple of points, here is one, hopefully last revision.  First, I changed the “shall” in the attribution language to “must” to eliminate the possibility (suggested by one commenter) that “shall” might permit attribution only after the fact.    (The original language was from the MIT license and I doubt anyone would have construed it that way, but it’s a harmless and easy fix, so fine.)

Secondly, I addressed the construction from another commenter that a contributor might argue its patents were not licensed as to preexisting code from other contributors - to whatever extent the prior language might have been less than crystal clear on this point, it now (hopefully clearly) licenses the version of the project someone contributes to as well as any version they provide themselves under the UPL.
