[License-review] Request for Approval of Universal Permissive License (UPL)

Ok, last round with any luck, here is a revision to the UPL which: 

 (i) at the suggestion of a few people accommodates 8.3 filenames for the larger works file (note that I did not make it substitutable both because this is error prone and because I want automated systems to find these easily without needing to parse the license file for the name)
 (ii) per Engel's questions, clearly sets the scope of the copyright license to the Software only, thereby ensuring that the license could not be read to permit the use of other, non-contributed material from the licensors, and 
 (iii) per Josh Berkus, adds a version number 1.0.
