I think there may be a misunderstanding here. You don't need anyone's
permission to apply an existing open source license to your software.

If you have written a new one rather than opting to reuse an existing
well-known one, you need to explain why. There is a high bar for the
approval of new licenses, and they have to add something genuinely new.
