[License-review] Request for Approval of Universal Permissive License (UPL)

Esteemed members of the OSI Board, I believe the discussion on this license has been completed for some time now, including two rounds of revision after discussion with the community, and I would quite like to begin applying it to projects we're releasing.  I respectfully request that you now approve in accordance with your process.
