You should be aware that this is not actually true.  The GPL's publication
requirement is very narrow:  if Alice provides a binary to Bob, she
must make the source of that binary available to Bob.  There is no
requirement to distribute the source publicly if the binary is not
distributed publicly.  What is more, it is possible to make completely
private changes and not distribute them to anybody.
