I don't think it has been formally submitted.
It is, at least by some, not considered a license at all. Rather, it is
a public domain dedication/release and a disclaimer of warranty, which
renders it ineffective in jurisdictions where a public domain
dedication/release is not legally meaningful. Some might claim the
disclaimer of warranty is also not legally meaningful, at least where the
public domain dedication/release *is* meaningful, though I am skeptical
of such claims.
There are also people who simply dislike approving things, so there's a
lot of social pushback. Given that the Unlicense text is probably an
order of magnitude more legally effective in its phrasing than your
submission, I think your chances of getting your license past the
gatekeepers is doomed.
