Such dual-licensing strategies are common; they just aren't usually put into
the open-source license.  The nearest analogy I can think of is the license
of Perl, which is a choice between the Artistic License and the GPL.  The FSF
considers this a free license, even though they don't consider the Artistic
License free (too vague).
