While you are correct, my interpretation is that none of those other
people (with the exception of Russ Nelson, I realize now)
 - have said that CC0 would be a worse license if the patent issue in
4a is clarified before approval. (As it is now, CC has not even given
a justification for why the text is written like it is now.)
 - have said that CC0 needs to be urgently approved due to some pressing issue

It seems to me Bruce's emphasis of the word "opportunity" [to make
this clearer] is specifically with this background. For me personally,
I would very much like a comment from Creative Commons and not just
blindly assume anything.
