This is an excellent question John! 
If the aim is to protect a church (or a revolution owned by its proud guardians) from heretics, stay on your own! Do not care about diversity and interoperability!!!
On the other hand, if the aim of the Mozilla Foundation is to provide components that benefit to the widest possible FOSS communities, why not to extend?
I naively believe that option 2 is the right one from MF point of view and that the value of FOSS software increases when it is the most widely used, not when restricting this freedom of use. 
Do you suggest another counterpart?
