This is confused. The GPL terms are written to activate upon 
distribution, but copyright law is not limited in the way you say.

Even without distribution, you can still control use (which means 
running the program), the creation of a derivative work, and the 
incidental copying required to execute a program, etc. Even if it's 
"personal".
