Bruce, I agree that GPL compatibility is a fine goal. But the provisions
they've changed on the NASA license don't affect that. I don't know why the
GPL is listed as incompatible with NASA at all. Let's let that argument take
place with FSF folks, not here.

Isn't that going a bit too far? GPL-compatibility is a significant goal, 
and IMO justifies the submission of a new license.
Regardless of the state of the NASA license, if they have chosen to 
steer clear of an existing argument by making a modification to the 
terms, that seems relevant.
