Zlib/libpng is more restrictive than WTFPL.

"Altered source versions must be plainly marked as such"

"This notice may not be removed or altered from any source
distribution."

It is possible for a licensee to breach zlib/libpng License while it
is impossible for a licensee to breach WTFPL. WTFPL is more permissive
than zlib/libpng License.
