Although I understand that you mean well, this is not a license yet. 
Some additional knowledge of law and license writing is necessary. A 
long talk with a lawyer would be appropriate. I don't think anyone is 
doing a service to the community by attempting to submit a license for 
other people to use without any knowledge of what makes a license 
workable, because other people with a similar lack of knowledge might 
use it and be hurt when it fails.

And no, I don't think prohibiting harm (or any endeavor at all) fits 
within the OSD.
