Realistically, I don't think we could *find* all copyright holders, let
alone compensate them. You're talking about hundreds of people, some of
whom are deceased. How much did the Mozilla license change cost?
Triple that.
If we were able to relicense, it would probably be under the standard
BSD license because of our history at UC Berkeley. But we can't.
