This is clearly not an Open Source license, cf. paragraphs 3, 4 and 8 of
the Open Source definition.

You may be able to achieve your goal by placing the relevant portions of
your code under a restrictive license of your own making while leaving
the rest under the QPL (assuming that the QPL allows QPL code to be
combined freely with non-QPL code - I think it does)
