Request for approval: EUPL (European Union Public Licence)

I'm posting here and not on license-discuss because I assume the 
discussion is not yet open there. Correct me if I'm wrong.

When this gets to license-discuss, there's going to be a problem with 
the obligatory license update:

    The new version of the Licence becomes binding for You as soon as
    You become aware of its publication.

That's not "any later version" like the GPL. It's "we can arbitrarily 
change the terms at any time".
