request for Legacy Approval of the NTP License

I'm requesting legacy approval for the NTP License:

 http://ntp.bkbits.net:8080/ntp-stable/html/copyright.html

This license is widely used within its strong community.

This license is redundant with other approved licenses (BSD/MIT).

This license is the MIT licence (from many years ago), with a small
change to remove the ambiguity with the word 'and' in the phrase
"... and without fee".  (It took me *years* of effort to get this small
change - "s/and/with or/" in the license.)  After this change, the
license was pretty much identical to the ISC license for BIND.

Where do I ask that a Trac ticket be created for this request?
