AFAIK FSF is still working on the revision of the FDL and help/ 
comments are still open.  The comment system is the same that was used  
for ?GPLv3, available on:

Why do you say that Richard refused to do anything?  Interest for FDL  
outside of FSF seems to be very low, therefore nobody has produced any  
argument that can improve the wordings that RMS currently likes. You  
know how he works: he's hard, not impossible to change his mind.
