manage the flow of tickets, and also improve the currently informal

<p class=MsoNormal>* managing the flow of general trac tickets<o:p></o:p></p>

long-term license-discuss members who have demonstrated their commitment to the
community. While the Board retains the final authority to approve or
decline licenses, the OSI Editors give the community a stronger voice in
shaping the debate (and can help hold the Board accountable for following the
