Responsible open source users generally will not touch code that doesn't
have an explicit licence. For one thing, the assumption is that the
supplier will be assumed not to understand copyright, and therefore the
code may be in breach, itself.
Also, my understanding is that, at least in the UK, an explicit licence
is needed even before machine code can be copied into working memory,
and certainly for machine code being generated from source code.
