Better?

We tend to trust the idea that people understand *why* OSD 5 and 6
exist, but a lot of that is based on history.  And since a lot of that
history happened in 1995-2004,  it's ancient history to a lot of people.

So I'm gonna work on explaining why those clauses exist, and why they
are still relevant.
