Precise language is important.  Respectfully, I judge this claim is false.

"Proprietary" has a specific meaning related to the assertion of exclusive ownership rights.
That is not what is is going on with things like the PNG - while they intend to produce
exclusion, the attempt dies not proceed from an ownership claim.

I think we beed a better tern for this, rather than stretching "proprietary" out of shape.
