[License-discuss] Is what's made with Open Source, Open Source?

If you choose GPLv3, then anyone down stream are required to use GPLv3.
That's the requirement of the license.

However, in general, using open source does not mean your program will have
to be open source. You are, however, constrained by the license of the open
source software you choose to use, so choose them wisely.

As an borough council initiative, you should have access to lawyer. Ask
them for their legal opinion if you are not sure.
