Can OSI specify that public domain is open source?

What is more, if you publish a modified version of a BSD work under the
GPL, attaching a GPL license, you must strictly speaking attach the BSD
license as well, even though it has no legal effect.  This is why Python
has a long tail of licenses today: only the top license is effective.
