I had a conversion with someone from INRIA in October 2010 when they
asked me about the CeCILL situation with regards to the OSI.  Back
then, I found some archives: search for "CeCILL" at
http://osdir.com/ml/licenses.open-source.general/2005-06/threads.html
and
http://osdir.com/ml/licenses.open-source.general/2005-09/threads.html

My contact at INRIA promised to look into the issues raised in 2005
and make a new submission, but I haven't heard anything since.
