There are some interpretations out there that assert that shipping it 
together in a way remotely resembling an integrated product constitutes 
linkage, but so far the actual legal precedent and more sane-sounding 
analyses I've found seem to support your assumption.

btw, there's some interesting bruhaha currently about linkage and 
derivative works involving WordPress themes, which are worth a Google.  
The positions there only address logical structure and dependence.
