There is doubt as to whether it is possible to release into the public 
domain in the USA.  It is almost certainly impossible in the UK.

It is generally not advisable, because it is unsafe to use code unless 
you can verify that you have a licence to use it.

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
