I think it's because they want to profit from their code, but also make
sure no one else profits from it as well.
Let's say 100 people sell the same GNU GPL software, but only one
of them is the original coder. GNU's philisophy is that the original coder
would still be the one who makes the most profit. Why?
Because most people would rather buy from the original coder. But the
universities you describe prefer to forcefully outlawing the other 99
people.
