GNU GPL can't force payment?

While we're discussing misguided applications of the GPL, here's
something I came across more recently:

"The package is available here for academic research only under the
LESSER GENERAL PUBLIC LICENSE"

and you are required to provide your name, email address and affiliation
before you are allowed to download the source code, which is of course
perfectly legal but also perfectly meaningless.
