Do download sites violate GNU GPL programs?

Googling
"download virtualdub" -site:virtualdub.sourceforge.net -site:virtualdub.org
currently leads to 22,300 search results.
Besides, VirtualDub is just a random example. Download sites pretty much
never host licenses. This means whenever they host GNU GPL programs,
they're likely to violate them (unless the author manually included the
source code inside the binaries' archive).
