Quite so. I was speaking of (my interpretation of) the FSF's intent
rather than the ipssisima verba of the GPL. Although the GPL's actual
requirement is quite limited, it seems plain that the FSF *wants*
people to share their modifications with everyone (which would include
the FSF itself).
