Once you allow inclusion in a proprietary program, you tend to allow 
someone to wrap the functionality in such a way that people can access 
all the functions without receiving the copyleft rights.

Proprietary software libraries, where royalty free distribution of 
binaries is allowed, typically have a licence clause forbidding the 
creation of programs that expose the underlying functions of the library.
