No, you're putting tails before heads.
Your license blocks operators of live websites from using the software,
which as I said violates OSD #10.
Then, you offer a *second* license that doesn't have that restriction.
However, the need for this license violates OSD #7, because "execution
of an additional license" is required.

There is plenty of Open Source commercial software, but this is not Open
Source.
