Public domain software is not open-source?

Open source makes sense in combining work.
What is missed on the opensource site is information about compatibility 
of licenses. There would find PD its best place. But I did not find such.

The practical question is often, can GPL code be used in a BSD project and 
vice versa.

Just a thought.
