You'd be wrong.

RPL v1.3 was submitted roughly 22 months ago. After no movement from  
the OSI Board despite numerous inquiries we submitted a followup RPL  
v1.5 18 months ago. We queried about the state of this license month  
after month with little or no response. The good news is that it was  
finally approved at the last meeting and just made it to the web site  
this week.

Having waited almost 2 full years for the OSI to approve an upgrade to  
a previously approved license; an upgrade motivated by input from the  
community and FSF to make the license even more open and friendly, I  
consider 8 months to border on lightning fast ;).
