OSI didn't do GNU any favors.  As you saw, there's no requirement that
the author of the license submit it for approval.  But there are other
requirements, listed at http://opensource.org/approval, that need to be
 satisfied.  This was an issue for GPLv3 too until it was submitted
properly.
