A nonexclusive copyright license like the SimPL license may explicitly
permit "relicensing" . . . the problem is the Copyright Act doesn't allow
"relicensing". A sublicense concerning a nonexclusive licensee is a transfer
of his contractual interests / information rights.
Only the *owner* of a copyrighted work has the *exclusive* right to
*authorize* (license) his work -- this fact excludes nonexclusive licensees
from "relicensing" since a nonexclusive licensee has no ownership rights.
