What do these stand for?  If you mean the Limited (Windows-only) and
Reference licenses, I think Microsoft acknowledges these aren't Open
Source.  If people at Microsoft are describing those license variations
as Open Source that should be corrected immediately.  However, that's
not a reason not to approve MS-PL and MS-CL.
