Thanks.  To which can be added that since the GPLv2 nowhere says it
is perpetual (nor can any U.S. copyright license be truly *perpetual*
given the provisions in U.S. law for license recapture), it obviously
violates the second test you mention, a fact conveniently ignored by
those who tout it.
