IMO it'd make sense for the Licence submitter to check that a ticket has 
been generated for his/her approval request within, say, 3 days of 
submission.  We could add a ``Check, ticket; nudge OSI if no ticket'' 
item into the approval guidelines page once the system is deemed 
tested, approved and deployed.
