Can't the government do that anyway?
I mean, if Congress did away with copyright law, then people would be free
to violate the GPL.....
If Congress passed a law which gave the government immunity from copyright
law, then they could do the same.
So my point is that it is always an issue so why worry about adding it to
the license?
