I'm not sure about this.  On the one hand, MS-PL does "permit all the
activities that this License [GPLv3] permits", but another part of GPLv3
says, "You must license the entire work, as a whole, under this License
[GPLv3]".  The latter is the part that makes me think MS-PL is
incompatible with GPLv3 as well; the MS-PL code would be part of the
whole and can not be sublicensed under GPLv3.
