Okay, this is a moot point because no one has suggested using MS-PL for
a compilation copyright license and I hope no one ever tries.  MS-PL is
meant as a license for *software source code*.  But in the unlikely
event someone tries to use MS-PL for the compilation, the compilation
itself would probably be the source code, so you couldn't sublicense the
compilation copyright under another license.  But this is independent of
the licenses for the elements in the compilation.
