I think 7b is best interpreted as allowing requirements to maintain
unobtrusive text (and possibly graphical) notices.  I don't see how it
could be used to bypass the language allowing user modification of GPLv3
code in User Products (when the manufacturer can), or how it affects the
scope of GPLv3's copyleft.
